As a veteran city detective assigned to the York County Drug Task Force, Shaffer wanted to help the people win back their neighborhoods and regain their quality of life.
Shaffer was one of more than 50 officers who took part in Operation Smackdown in the City of York, a two-month undercover drug operation that led to the arrest of 84 people on drug-related charges.
"This will make a difference," Shaffer said.
Of those arrested, 71 were street-level dealers, all from the city, he said. In a two-hour sting, another 13 people - mostly from out in the county - purchased cocaine from an undercover state trooper, Shaffer said.
"The sales went very, very quickly," Shaffer said.
In all, police confiscated guns, 12 vehicles, $22,500 in heroin, $15,360 in marijuana, $6,300 in cocaine and $11,153 in cash.
City Police Lt. Ron Camacho credited the success of Operation Smackdown to the cooperation of 11 law-enforcement agencies. As a result of some arrests, city detectives were able to solve a homicide, a shooting, a robbery and many other crimes, he said.

"I had one person tell me, 'I get robbed every third time I buy drugs.' I guess the addiction is so strong that it hasn't changed their behavior," Camacho said.
First Assistant District Attorney Bill Graff said the arrests will curtail drug sales temporarily. Most dealers he described as "street urchins" will be quickly replaced by those looking to score a quick buck, he said. Most will wind up in jail or dead.
"It's a good win for the neighborhoods. We go after the big dealers all the time. But every day we get calls that people can't go out on their stoops or enjoy their homes. That's what this operation was all about," Graff said.
U.S. Marshal Michael Regan said the arrests took some dangerous, violent people off the streets.
"This is a huge victory for the City of York. This is a big step to making the streets of York safe," he said.
Springettsbury Township Police Chief David Eshbach said his officers joined the effort because drugs, violence and associated crimes do not know municipal boundaries. He said the latest arrests show police are making a difference in the war against drugs.
